Engineering firm proposes privately funded high-speed rail link connecting Heathrow to Europe and UK regions
Global engineering consultancy Arup is set to meet Transport Secretary Ruth Kelly today to present a privately financed proposal for a £4.5 billion high-speed rail extension to Heathrow Airport.
The project, part of Arup’s broader High Speed 2 (HS2) vision, aims to make Heathrow the first stop on an expanded high-speed rail network. The plan would directly link the airport to Continental Europe and integrate it with regional routes via the Great Western Main Line.
Arup believes the scheme could be delivered as a private-sector initiative, with funding generated through the sale of train paths created by the new infrastructure. The proposal was initially released in May as a strategic measure to ease airport congestion, boost rail capacity, and reduce environmental impact. The targeted completion date is 2019.
Mark Bostock, a director at Arup, emphasized the long-term necessity of the project: “Expanding high-speed rail across Britain is inevitable—it’s not a question of if, but when. As flying becomes more expensive and environmental concerns grow, we’re seeing rising demand for high-speed train services. Our financing approach gives businesses a chance to invest early in a sector poised for growth.
